ISMA has signed on to a Federation letter of support for the sponsors of H.R. 3514 and S.1816, the Improving Seniors’ Timely Access to Care Act of 2025. This bipartisan legislation would streamline and standardize prior authorization requirements within the Medicare Advantage program, addressing one of the most persistent barriers to timely, medically necessary care for America’s seniors.
In the legislation, Congress has a clear opportunity to improve care and strengthen the Medicare Advantage program without creating new spending obligations or adding administrative burdens by enacting H.R. 3514 and S.1816. The bill also seeks to create a straightforward path toward a system that delivers timely, medically necessary services for older adults and reduces unnecessary barriers that stand between patients and their physicians. Standardized and transparent prior authorization processes lead to faster decisions, fewer care delays, and a more efficient use of clinical resources. Experience has shown that when prior authorization rules are consistent, automated, and evidence-based, patients benefit and physicians can focus on care rather than paperwork.
