Delegates adopt 57 new resolutions at Convention
The House of Delegates (HOD) adopted 57 resolutions at the 2025 ISMA Annual Convention. Delegates and members debated the resolutions on Pulse, in reference committees, and during the HOD session on Sunday, Sept. 28. ISMA members can now access them and their progress on ISMA Pulse. Staff will continue to add implementation updates to the Resolution Implementation Dashboard on The Pulse as they become available.

Of those resolutions, 21 were adopted as originally written. Another 29 were adopted after being amended by reference committees or from the floor.  Seven were adopted as substitutes, meaning the original proposals were replaced with new versions on the same subject.

Resolution 25-09 (Compassionate Delay of Sensitive, Life-Changing Medical Test Results) by Mark H. Stein, MD, had a winding journey before ultimately being adopted in its original form. The HOD rejected the substituted version that came out of Reference Committee 3. A motion was made from the floor on Sunday to have the Board of Trustees study the resolution; however, that motion failed. Then, an amendment was proposed to delete “life-changing.” That also failed. The original resolution then passed by a floor vote of 62-38%.

“The HOD's consideration of Resolution 25-09 highlights how a resolution and our policymaking process can take on a life of their own on occasion,” Doug Boyle, Director of Policy and Government Affairs, said. “There was no testimony on Saturday besides the author introducing the bill. Then, on Sunday, several people testified on behalf of the original bill. The twists and turns are what make the process so interesting, and reinforce the importance of our members and delegates participating in our policymaking process and attending our convention every year.”

Two resolutions were referred to the Board of Trustees for final action: Resolutions 25-25 (APRN certification) and 25-27 (Limit number of non-physicians, including nurse practitioners and physician assistants, that one physician may supervise at one time, and require physicians to only supervise non-physicians practicing the same specialty).

Reference Committee 1 asked the Board of Trustees to take action on Resolution 25-06 (Biennial Convention). That recommendation was rejected from the floor, and the resolution was rejected based on feedback from the Pulse and testimony.

Resolution 25-15 (Universal Mental Health Screenings for Indiana’s Youth in Public Schools) will be studied by the Board of Trustees, which will report its findings to the membership at a later date.

A total of 10 resolutions were rejected.

The HOD accepted the Expiring Resolutions Committee's final recommendations on this year's expiring resolutions (2015 resolutions) by consent without any extractions or further debate.
