Professional Licensing

BILL: SB 302 – Professional and Occupational Licensing
AUTHOR: Sen. Ryan Mishler, R-Bremen
SPONSOR: Rep. Peggy Welch, D-Bloomington
ISMA POSITION: Support

STATUS: The bill is on the governor's desk for consideration.

This bill establishes a provisional medical license for limited circumstances. SB 302 would allow the Medical Licensing Board (MLB) to issue a provisional license to an applicant who:

  • Has not practiced medicine or maintained continued competency, as determined by the MLB, for at least two years immediately preceding the filing of an application for an initial license. An example would be an ob/gyn who has practiced gynecology but not obstetrics and, therefore, has not maintained competency in that area.
  • Has applied for reinstatement of a license that has been lapsed for at least 3 years. An example would be a physician who has opted to stay at home with her children for a period of time, but now wishes to return to the practice of medicine.

The MLB initiated this bill to allow for an option that isn't as broad as an unlimited license to practice, but is not as restrictive as a probationary license.

SB 302 also requires hospital pharmacies to report controlled substances dispensed for more than a 72-hour supply to INSPECT, the state's controlled substance database.
