BILL: HB 1113 – Birth Certificate Fraud

THIS WEEK: The governor signed HB 1113 into law. It becomes effective July 1, 2008.

HB 1113 increases the penalty for:

  1. Making a false statement when applying for a birth certificate
  2. Counterfeiting a certified copy of a birth certificate or
  3. Using a counterfeit copy of a birth certificate from a Class A misdemeanor to a Class D felony

BILL: HB 1144 – Failure to Report a Dead Body

THIS WEEK: The governor signed HB 1144 into law. It becomes effective July 1, 2008. 

The bill establishes a Class A misdemeanor for a person who knowingly or intentionally fails to report within three hours the discovery of a dead body when it appears the deceased person died by violence, suicide, accident, or under certain other suspicious or unusual circumstances.

The report must be made to a public safety officer, coroner, physician or 911 telephone call center.


BILL: HB 1318 – Funding for Spinal Cord and Brain Injury Fund

THIS WEEK: HB 1318 has been sent to the governor and awaits his signature.

HB 1318 changes funding for the spinal cord and brain injury fund from a $10 motorcycle registration fee to a $.50 fee on passenger motor vehicles, motorcycles, trucks, buses and RVs. The bill makes technical changes to the fund and increases the law enforcement continuing education program fee from $3 to $4.


BILL: SB 336 – Stroke Prevention Task Force

SPONSOR: Rep. Charlie Brown, D-Gary
ISMA POSITION: Support

THIS WEEK: The Senate concurred with the House version of the bill and it has been signed into law by the governor. It becomes effective July 1, 2008.

The bill adds three members to the Stroke Prevention Task Force and replaces the neuroradiologist member with a physician with cerebrovascular accident expertise.

SB 336 also extends the expiration date of the task force from July 1, 2008, to July 1, 2012.


BILL: SB 249 – Emergency Medical Services (EMS) Commission
AUTHOR: Sen. Tom Wyss, R-Fort Wayne
SPONSOR: Rep. C. Brown, D-Gary
ISMA POSITION: Support

STATUS: The governor signed the bill into law on March 3.

SB 249 requires the EMS Commission to adopt rules concerning triage and transportation protocols for the transport of trauma patients consistent with the field triage decision scheme of the American College of Surgeons Committee on Trauma.


BILL: HB 1172 – Statewide Umbilical Cord Blood Bank
AUTHOR: Rep. Peggy Welch, D-Bloomington
ISMA POSITION: Support

STATUS: The bill is on the governor's desk for consideration.

The bill establishes a nonprofit corporation to operate a public umbilical cord blood bank.

The corporation will be required to establish an umbilical cord blood donation initiative to promote public awareness of blood donation, as well as distribute educational materials to physicians, nurse midwives, participating hospitals, ambulatory surgical centers, health clinics and maternity homes.


BILL: HB 1171 – Autism Training for EMS Personnel
AUTHOR: Rep. Vanessa Summers, D-Indianapolis

STATUS: The governor signed the bill into law on March 3.

This bill requires EMS personnel to successfully complete a basic or in-service course for education and training on autism that is certified by the EMS Commission.
